How does someone who didn't attend the programme hope to offer accurate information to someone who did attend it and witnessed events first hand? Kathryn knows little to nothing about what happened by the default.  Here is a basic summary of truth levels contained in the follwing letter.
Options 3 and 4 are accurate.  I made a slight error by treating  the two as one in the same i.e. charity work.  However, this is irrelevant as it still represents a reduction in choice due to age discrimination when compared to the 25+ programme. Want work experience as a bricklayer at a firm that doesn't come under  the Option list? Tough, you can't have it. That is hardly helpful to the client but it does give Pertemps a good excuse for doing very little.
What Katherine describes as having been "agreed" is incorrect. Nothing is agreed, you are forced to sign a contract under threat of sanction. Not participating isn't an option. That is not agreement.
